01 Government AI Challenges

Government Agencies Face a Multitude of Production AI Roadblocks.

According to the recent Carahsoft paper, “Mission-Ready AI,” infrastructure is the missing layer in Federal AI planning. However, challenges and limitations extend far beyond that. Since January 2025, there have been 15 Executive Orders, Companion Orders, Memorandums and OMB Directives issued that pertain to AI, its governance and proliferation.

With 80% unstructured data, legacy IT, talent gaps and slow procurement processes, most Federal agencies face an uphill battle to get pilots off the ground let alone production use cases that advance the mission.

A recent Booz Allen/Market Connections survey cited only 7% of Federal leaders with AI agents in production.

List of Orders, Memorandums & Directives

EO 14110, EO 14179, “Restoring Common Sense to Federal Procurement,” EO 14277, EO 14319, Accelerating Federal Permitting of Data Center Infrastructure, Promoting the Export of American AI Technologies, EO 14355, EO 14363, EO 14365, EO 14409, NSPM-11, M-25-21, M-25-22, and M-26-04.

Let’s look at the most common Government AI challenges and how Eminence Grey helps agencies like yours overcome them.

Challenge

Isolated Federal workloads and data that never touches the public internet

GovernanceCan’t verify isolation, residency

Whitehorse enables customer-verifiable isolation/residency in real-time

ProcurementCan’t get to market due to slow process, scarcity and lack of compliant suppliers

US-based, just-in-time inventory plus reduced lead times via strategic partner supply chains, SCIF and cleared options available

ComplexityCan’t align all internal stakeholders across the full AI requirement

Streamlined procurement: one contract for every infrastructure component

ComplianceExisting vendors are not configured for critical use case, violation

Sovereign/Verifiable isolation across the full data lifecycle, auditable, custom compliance solution available upon request

Readiness gapsTalent/skills, unstructured data, governance and oversight, legacy IT

Turnkey Federal solution provides cleared, skilled personnel, modern AI nodes and hardware, post-quantum security, and abundant storage space.

03 Offering

Defense-Grade, Sovereign AI Infrastructure Systems

Eminence Grey provides defense-grade, sovereign AI infrastructure systems that Federal agencies can trust with critical workloads, intelligence, valuable resources, and sensitive data (classified and unclassified).

Eminence Sovereign

Our core offering, Eminence Sovereign is a turnkey, managed infrastructure system that combines AI nodes, dedicated GPU clusters, private network, Whitehorse command and control plane, Outrider secure-access appliances, and post-quantum security on a single agreement. Agencies and primes reserve each system for a flat, monthly rate over a defined period. Deploy at a single AI node or across multiple locations creating a nationwide, distributed, sovereign AI infrastructure fabric. SCIF and on-prem options are available. Hardware scale can range from a single cluster, container, and dedicated AI nodes of capacity.

Whitehorse

Whitehorse is Eminence Grey’s proprietary, patent-pending command and control plane (C2). Unlimited licensing of the innovative tool is included in every customer sovereign AI infrastructure system. Whitehorse provides the industry’s first “ephemeral networking” capability where one-time-use workload network paths are automatically spun up at runtime and removed upon completion reducing overall attack surface. Customers also benefit from the ability to verify workload isolation in real time for auditing purposes. Whitehorse is the orchestration engine that powers sovereign infrastructure distribution across the secure, nationwide network of Eminence Grey AI nodes.

Outrider

Outriders are proprietary Eminence Grey appliances that offer secure access to approved customer personnel at the edge. The customer-dedicated endpoints integrate with each infrastructure system via NVIDIA BlueField DPU or similar connection. Outriders are not connected to the public internet and ensure no unauthorized access to customer environments.

Compliance Program

The Eminence Grey compliance program features foundational controls and audits with the ability to add custom compliance upon request. This includes regulations such as FedRAMP (all levels), ITAR, IL4, IL5, IL6, SECRET, and Top Secret / SCI. There is no guarantee of compliance and custom engagements take extended periods of time to achieve and may require upfront payment and/or government sponsor as part of the engagement.

Listing agency names, Executive Orders, regulatory and compliance frameworks does not imply endorsement, progress, or outcomes of any kind. They are listed as informational, design capabilities, example use-case, and for aspirational purposes.
